There is a huge crisis in India when it comes to one of the most important stake-holder in the education system: the teachers.
There are many schools in India that are single teacher schools. There is a huge shortage of the number of trained teachers. There are many schools where there are no teachers at all.
Majority of the Teacher Training Institutes do not function well and the Bachelors of Education degree is easily got by paying donations and bribes.
The entire system is dysfunctional and it needs intervention to change it.
